Perkunas - force vs legend

A lot of thinking lately invoked simple question - who in reality was Perkūnas: personification of natural force or man behind the myth like Talos in Skyrim?
Since it was proven more than once, that myths are real historical chronicles, it makes even harder to choose right option.

The only salvation would be research. Archaeological and ethnological primary. As there's only so much to choose from, what mysteries further research would unveil? What secrets lies behind that strange Hammer + Thor combination?
